Amsterdam's Quiet Power Grab in Chinese EV Imports
The Glovis/Koopman/Amsterdam deal is reshaping European EV import infrastructure. Long-term rental operators sourcing Chinese EVs at scale need to pick their port now.
If you're sourcing BYD, SAIC, or Chery at meaningful volumes for a long-term rental fleet, the port your cars flow through isn't a logistics footnote — it's a strategic constraint. And right now, that constraint is being quietly rewired by a trilateral deal most LTR operators haven't clocked yet.
On 28 May, Hyundai Glovis Europe, Koopman Logistics Group, and the Port of Amsterdam formalised a strategic cooperation agreement designed to strengthen automotive logistics and support growth across the European market. The language is diplomatic. The intent is not: this is a direct bid to capture Chinese EV import flows and break Bremerhaven and Zeebrugge's stranglehold on finished-vehicle volumes coming in from the east.
For rental operators running 5,000-plus-unit fleets with a growing EV mix, this is the infrastructure story you should have been tracking since day one.
Why Amsterdam Is Making Its Move Now
Bremerhaven and Zeebrugge didn't dominate European RORO by accident. They built compound capacity, PDI infrastructure, and haulage connectivity over decades. But that same incumbency is now a liability: both ports are visibly straining under the volume of Chinese EVs) that began arriving at scale in 2023 and haven't slowed. Dwell times have crept up. Compound slots are tight. Pre-delivery inspection queues at the major hubs are a known friction point that every logistics director in this industry complains about — quietly, because nobody wants to be on the record burning their port relationships.
Amsterdam is reading that frustration correctly. The Glovis piece is significant: Hyundai Glovis controls its own RORO tonnage and has deep relationships with Korean-built vessels increasingly chartered for Chinese OEM flows. Koopman brings specialist vehicle handling and compound operations. The port brings the berth, the water depth, and — critically — a hungry commercial team willing to cut deals that Bremerhaven's volume-fat management hasn't needed to offer.
The combination is a genuine challenger infrastructure. Not a Bremerhaven-killer, but absolutely capable of absorbing meaningful diverted flows.
What This Actually Means for an LTR Sourcing Desk
Long-term rental operates on margin structures that would make most people wince. Fleet acquisition costs matter at the individual unit level, which means port handling fees, PDI throughput time, and last-mile delivery into your compound are not abstract logistics considerations — they are P&L line items.
Here's the scenario LTR operators need to war-game: if your Chinese EV supplier is routing through Zeebrugge or Bremerhaven under an existing arrangement, you are probably absorbing the congestion cost silently. It shows up as longer lead times between order and fleet-ready, as PDI backlogs, as the occasional damage claim that gets quietly settled. If Amsterdam builds the capacity and PDI capability to handle your volumes — and the Glovis/Koopman partnership is explicitly designed to do that — the question becomes whether your procurement contracts give you the flexibility to redirect.
Most don't. Supplier logistics terms in LTR contracts tend to follow OEM or importer preferences, not the fleet operator's. If BYD Europe or your importing intermediary has a port preference baked into the agreement, you're along for the ride.
That's the leverage point worth fighting over in your next renewal.
It's also worth noting that the broader port environment is shifting fast. Bremerhaven just became the first European port to supply shore power to a car carrier, with Wallenius Wilhelmsen's Lake Shirasagi connected during its layover — a regulatory and commercial milestone as EU port emissions rules tighten. Infrastructure investment of that kind is a defensive moat. Amsterdam will need a credible answer on sustainability too if it wants the larger, more compliance-conscious fleet operators to commit.
The Tariff Turbulence Is Compounding the Pressure
None of this exists in a vacuum. The US threat to reimpose 25% tariffs on EU auto exports — reversing the 15% deal struck last year — is already forcing logistics planners to rethink forward booking and storage buffers at European ports. That uncertainty doesn't directly hit LTR's Chinese EV sourcing, but it creates noise in the same port infrastructure you depend on: carriers reshuffling capacity, port yards absorbing German premium vehicles waiting for US tariff clarity, compound space getting squeezed.

For LTR operators scaling a Chinese EV fleet, this is genuinely a two-front problem: secure your import corridor before Amsterdam proves itself, or wait and risk being locked into congested legacy hubs while competitors move faster.
Pick Your Port Before the Port Picks You
The Amsterdam deal won't be fully operational overnight. Koopman needs to scale compound capacity. Glovis needs to anchor consistent vessel rotations. The port needs to prove throughput times that match or beat the incumbents.
But the signal is clear. European vehicle import infrastructure is bifurcating. The operators who map their sourcing strategy to the emerging port hierarchy now — and use it as leverage in supplier negotiations — will have meaningfully lower landed costs and faster fleet activation timelines in two years' time.
The ones who assume Bremerhaven and Zeebrugge will sort themselves out are betting on infrastructure that's already under strain. That's a bet that dwell time data keeps losing.
Watch Amsterdam. Push your supplier on port optionality. And make sure your next LTR contract doesn't hand that decision entirely to someone whose P&L doesn't suffer when yours does.
