EU Ports Are Choking on Chinese Cars While OEM Exports Die
~450,000 extra Chinese imports hit EU ports in 2025 — Civitavecchia up 139%, Trieste up a third — just as US tariffs kill European OEM export flows. The collision is happening now.
The same compound yards that used to dispatch German saloons to Baltimore are now stacking BYDs bound for Milan. That's not a metaphor — it's what's happening right now in Civitavecchia, Trieste, and a string of Italian port facilities that weren't designed for this traffic and are finding out the hard way.
Europe's finished-vehicle logistics network is absorbing two shocks simultaneously, and they're hitting the same infrastructure from opposite directions.
Two Vectors, One Collision
On the import side: vehicle arrivals into the EU rose by approximately 450,000 units between 2024 and 2025, driven almost entirely by Chinese brands and Chinese-made versions of global nameplates. Civitavecchia — Italy's primary ro-ro gateway — saw volumes surge 139% in 2025. Trieste handled more than a third more vehicles than the year before. Neither port had a contingency plan for this. Neither had the compound space, the PDI capacity, or the inland haulage slots to absorb it cleanly.
On the export side: EU car shipments to the US fell roughly 13.5% last year to around 668,000 vehicles — and the pace of decline accelerated in the opening months of this year. Then, in May, Trump hiked US tariffs on EU cars and trucks back to 25%, reversing a previously negotiated reduction to 15%. The brands most exposed — Mercedes, BMW, Volkswagen — are the same ones that run the biggest trans-Atlantic car-carrier volumes out of Bremerhaven and Emden. As the Al Jazeera analysis noted, the luxury segment absorbs the sharpest hit.
ECG's Frank Schnelle didn't soften it: the industry is staring at significant overcapacity, and in Europe, plant utilisation has already slipped below 80%. The trans-Atlantic lane — a bedrock of European OEM logistics strategy for decades — is no longer a stable demand signal.
The Infrastructure Mismatch Nobody Planned For
Here's the structural problem. European ro-ro port infrastructure was built around European export logic: consistent volumes, known vehicle specs, predictable compound dwell, established inland distribution. Chinese imports break every assumption in that model.
The volume spikes are sharper. The brands are newer — meaning PDI requirements are less standardised, parts availability for pre-delivery work is patchier, and dealer networks are still being stood up. The import geography is different too: Chinese brands are disproportionately landing in Southern European ports, which historically have thinner compound and haulage infrastructure than the North Sea hubs.
Meanwhile, the North Sea hubs — Zeebrugge, Bremerhaven — are watching their outbound volumes shrink. A new strategic alliance between Hyundai Glovis Europe, Koopman Logistics Group, and the Port of Amsterdam, formalised in May, signals that Amsterdam is actively competing for Asian brand volumes — a direct challenge to the established northern hubs. For OEMs with European manufacturing and US export exposure, this creates a compounding problem: your outbound slots are dying, your network partners are pivoting to serve Chinese brands, and the ports that used to handle your export flow are now congested with your competitors' import flow. That's not a temporary imbalance. That's a structural reconfiguration.
What OEMs Actually Need to Do Right Now
The temptation is to wait for tariff clarity. Resist it. As we've argued before, the US-EU tariff environment is no longer a negotiation with a predictable endpoint — it's a permanent source of volatility. Planning around a settled rate is a fantasy.
The more useful question is: where does your car go if the US lane shrinks by another 20%? Which European markets can absorb volume? What does your compound dwell picture look like if you're redirecting 50,000 units from Baltimore to Barcelona? On the port side, OEMs need honest conversations with their logistics partners about capacity allocation. If Civitavecchia's compound is 139% busier than it was a year ago, your allocated slots, your PDI turnaround times, and your onward haulage bookings all need to be stress-tested. Assume nothing carries over from last year's service agreement.
There's also a visibility gap that makes all of this harder to manage. OEMs can track every inbound component with precision — but finished-vehicle visibility is still surprisingly thin. When you're operating in a port environment this disrupted, flying blind is no longer a manageable risk.
The Port Yard as a Strategic Flashpoint
The deeper issue is that European OEMs are now competing for the same infrastructure as the brands eating their market share. Compound space that's occupied by a BYD waiting for PDI is space that isn't available for a BMW waiting for customs clearance before onward rail to Munich.
That's the collision. Not theoretical — happening right now, in the same yards, measured in vehicles per hectare.
The rail vs. ro-ro rebalancing conversation that the industry has been having in the abstract just became urgent. If Southern European ro-ro ports are saturated with Chinese imports, and Northern European ro-ro ports are losing outbound OEM volume, the European rail network may be the release valve — provided OEMs move fast enough to lock in capacity before it's bid away.
The window for an orderly rethink of European finished-vehicle routing is closing. The yards are already full of the evidence.
