The carmakers shifting to rail right now aren't doing it to hit a Scope 3 target. They're doing it because the road network — the drivers, the capacity, the economics — is structurally breaking down. Sustainability is the press-release story. Operational survival is the real one.
If you're a distribution planner at an OEM and you're still treating rail as a carbon offset with wheels, you're behind. The three pressures mapped below aren't cyclical bumps. They're permanent features of the European logistics landscape, and they're converging in 2026.
The Driver Pool Is Not Coming Back
The IRU's 2025 driver shortage survey found around 502,000 unfilled truck driver positions across Europe — a 13% shortage rate. That number gets worse: with the average European truck driver at 47 years old and 30% over 55, the retirement cliff is imminent. Only 5% of drivers are under 25. The pipeline is empty.
The finished vehicle logistics sector got a temporary reprieve when volumes slumped in 2024–25. Operators will tell you that the shortage didn't ease — it was just masked. Demand softened before the structural problem became a full crisis. When volumes recover, the capacity ceiling comes down fast.
For 70% of Europe's car-transport operators, the driver shortage is already the single biggest constraint on growth — not rates, not fuel, not regulation. Drivers. Every Kilometre on European Roads Now Costs More
Road freight capacity has been contracting steadily through 2025 into 2026. Fleet sizes shrank fast under margin pressure; bankruptcies rose. The result is a structurally tighter market, not a temporary correction.
Then the toll wave hit. Czech tolls rose 14.4% in January 2026. Austria added 7.7%. Poland bumped 5%, with another 40% increase signalled. Germany's CO₂-linked truck toll is making every kilometre count in a way it simply didn't two years ago. These aren't recoverable through rate renegotiation — they're permanent cost-base shifts.
Add infrastructure unpredictability on top. Germany's Federal Court of Auditors flagged in 2025 that bridge conditions on motorway and federal road networks are deteriorating faster than refurbishment can match. A Poland–Germany–France movement looks clean on a routing spreadsheet. In practice, a Ruhr crossing at the wrong time or a bridge restriction can eat half a working day and blow the delivery window entirely.
OEM distribution planners working cost-per-km levers already know the road number is moving in one direction. Rail — predictable timetables, fixed infrastructure — is looking less like an alternative and more like the lower-variance option.
Compound Dwell Time Is a P&L Line, Not a KPI
The third pressure is the one that doesn't make headlines. Cars sitting in compounds cost money. Not abstractly — in daily fees, in delayed dealer billing, in capital tied to units that haven't moved. Compound dwell time is costing OEMs more than they admit, and road congestion makes it worse at both ends of the journey.
Rail changes the flow dynamic. A wagon leaving a plant on a scheduled service arrives at a railhead on a predictable timeline. Compound slot planning becomes possible. Dwell time is controllable. Billing cycles tighten. The compounding cost of unpredictability — pun fully intended — comes out of the system.
The catch: too many OEM distribution teams are treating rail as a black box. A rate, a transit time, a checkbox. Slot optimisation, wagon utilisation, last-mile sequencing — left entirely to the carrier. That was defensible when wagon fleets were stable and vehicle mixes were predictable. The ones who will regret it are the ones waiting for road capacity to normalise. It won't. The retirement cliff hits in the next two to three years. Toll costs won't roll back. Bridge infrastructure won't repair itself overnight. Distribution planners who treat rail as a strategic default — not a green supplement — are building a network that actually works in 2027. The rest are bidding on a capacity that's quietly leaving the market.
