Your ro-ro shipping cost per car into Europe isn't one number — it's the sum of four compounding decisions, most of which your procurement team makes once and then forgets to revisit. Port pair. Vessel type. Cargo mix. Season. Get any one of them wrong and you're not paying market rate; you're subsidising someone else's efficiency.

Here's how each lever actually moves the needle — and where the structural shifts in 2026 are making the old tender assumptions quietly wrong.

Port Pair: The Base Rate Is Set Before You Touch a Surcharge

Port choice isn't a logistics detail. It's a pricing decision disguised as an operational one. The highest-volume northern European gateways — Hamburg, Rotterdam, Antwerp, Bremerhaven — typically offer more competitive per-car rates precisely because sailing density is high. More departures mean less slot pressure. Less slot pressure means carriers don't have the leverage to inflate tender premiums.

But scale at the top also creates its own friction. The Port of Antwerp-Bruges handled 3.34 million new cars in 2025, making it the largest ro-ro port in the world — and that volume means compound space and berth windows are contested assets with real cost implications for dwell time. At Bruges-Zeebrugge specifically, procurement teams should note that a 2026 tariff overhaul has reset the benchmark: berthing dues are now based on cargo type, tonnage dues between inner and outer ports have been harmonised, and the gross tonnage divisor for ro-ro and automotive vessels has been removed. Vessel Class: Mega-Ships Lower the Floor, But You Have to Be Able to Access It

Newbuild capacity is arriving on key lanes. In April 2026, Guangzhou Shipyard International delivered the Glovis Leader to Hyundai Merchant Marine — a 10,800 CEU vessel, 230 metres long, 40-metre beam, 14 decks. Wallenius Wilhelmsen has vessels of 11,700 CEU on order with deliveries starting late 2027, and their 9,300 CEU 'Shaper' Class is already receiving first deliveries this year. These ships theoretically lower the per-CEU cost through pure economies of scale.

Theoretically. The catch is that large vessel access is gated behind long-term contract relationships. Charter rates on key lanes have exceeded $100,000 per day, and operators running younger, fuel-efficient tonnage are commanding a premium for it. The fleet isn't as available as the orderbook suggests, partly because several smaller vessels typically used for intra-European short-sea distribution have been redeployed onto Asia–Europe deep-sea lanes — tightening short-sea capacity at exactly the moment OEMs need it for intra-EU flows. Cargo Mix: The Cost Driver Nobody Puts in the Tender Brief

This is the one most procurement teams miss. Ro-ro pricing is fundamentally a space problem, not a weight problem — a car occupies far more space per tonne than most cargo types, which is why the billing unit is lane metres or CEU, not kilograms. Larger vehicles, oversized SUVs, and taller EVs pay a size-based premium. That's structural.

What's new is the distortion driven by Chinese EV volumes. The surge in exports from Chinese manufacturers has created genuine congestion at European receiving ports — ro-ro vessels were waiting outside ports for extended periods before unloading while onshore storage and inland compound capacity hit its limits, pushing logistics costs up across the board. For OEM procurement teams, the practical implication is direct: if your tender contains a high proportion of tall, heavy EVs — your own or a mix managed on shared services — expect a size-based premium baked into the per-unit rate. Carriers aren't absorbing that. They're pricing it in, and they have the leverage to do so.

Seasonality: The Lever That's Real But Often Ignored in Annual Tenders

Volume peaks — typically before registration-plate changes in key markets — drive slot competition and push spot rates up. Annual tenders negotiated in flat-demand periods don't always capture this. Build seasonal volume bands into your contracts and agree the surcharge mechanism upfront, or you'll be renegotiating under time pressure when you have no leverage.

What Moves Next

The structural direction is toward larger vessels on deep-sea lanes and tighter short-sea capacity in Europe. Port tariff resets are happening now — Zeebrugge is a leading indicator, not an outlier.
